your predecessors observations on the

In these circumstances I
felt that there were insufficient
grounds for renewing the instructions
that such a prominent member of the
unofficial community in the Colony
(vide Sir R.E.Stubbs secret despatch of
the 7th of August, 1924) should be
denied facilities for travelling on his
legitimate business.

I a observe however from page
2 of the Report forwarded with your
confidential despatch of the 27th of
October that some of the chests of
Persian opium carried by the s.s.
